The Torison Helix is a unique piece of equipment with its high dodge rating. In fact, it's this high dodge that will attract most mecha pilots. Despite the high missile vulnerability, a lot of pilots will chose this piece of equipment as they probably feel the high dodge is worth the risk. In fact, with missiles being somewhat out of favor, the low laser vulnerability might be more of a concern.
However, with the low precision also added in, the bonus will far out weigh the negative in most pilots minds. Most pilots would probably add a few of these in combination with other dodge equipment to minimize the negative effects, while pushing their dodge rating to an all new high level.
